When buying a home what is a reasonable amount to differ on the asking price?

We have found a home in Saratoga Springs, NY and it has been sitting on the market for about a year. The home is overpriced for the area, which is still a nice area. Can you make an offer that is 70k less than asking price? We are working with a realtor but I thought I would check others before consulting our realtor.
